This project was designed in 1995 in support of the development of local initiatives that encourage employment opportunities to counter high rates of under-employment and unemployment. With the support of the Social Fund for Development (SFD), and CIDA, El Mobadara’s executive team (prior to its registration) and the Canadian Foundation for International Training (FIT) as CIDA’s executing agency, have been collaborating to establish a local system that delivers credit on the one hand and training and technical assistance on the other to meet the economic needs of marginal segments of the population in the governorates of Beni Suef, Sohag and Qena. With the understanding that capacity development is founded on principles of local ownership and sustainability, SMEDUP aims to tap the potential that lies within existing individuals, organizations and systems. Thus, local capacities are being strengthened to provide continual support to entrepreneurs from business start-up until the enterprises become fully operational.
In this connection, business support services are provided in each governorate by a locally based Regional Enterprise Development Center (REDEC), each with a team of business advisors and information specialists, management systems and support infrastructure. During the first project year, El Mobadara’s executive team provided institutional support to the REDECs, enabling them to achieve legal status as independent NGOs with the capacity to conduct outreach activities, assess business applications, and develop management systems in preparation for the delivery of services.
El Mobadara continued this support by providing technical assistance to establish and maintain the project’s management information system (MIS). Database specialists have been trained in each office to enter and manage data, thereby enabling REDEC managers to track project performance, and to readily respond to new developments as these take place. The formation of local organizational structures such as the REDECs with clear goals, functions, systems and resources has been fundamental to the effectiveness of SMEDUP. At the same time and as institutional capacities that can support sustained service delivery to a growing number of low-income clients require sound governing structures, El Mobadara prepared and delivered several workshops, capacity development activities to assist board members and staff in defining their roles and to develop their skills in strategic planning and in managing their instructions.
The SMEDUP Project has emerged as a successful program for CIDA, through which the establishment of over 1423 small businesses has been realized before the project termination and over711 after phasing over the project to NGOs
By the end of SMED UP project, the Project has succeeded in creating 5,457 full-time jobs, 1,423 new enterprises and in disbursing 38.5million LE of SFD credit lines (this represents 120% of the original target of 30 million LE). Women own 43% of the enterprises established and 33% of the workforce is female.
Through the new agreement with the SFD, the three REDECS and El Mobadara were able to support 711 businesses (24,377,510 LE), create 2351 jobs opportunities.

Micro Credit Programs
Different Micro Credit Programs

The micro credit program at El Mobadara aims at:
i) the extension of credit to low income people and therefore, increase of their income during the life span of the project and further after expiration of the loan term.
ii) awareness raising for the project beneficiaries with respect to principal planning concepts and tools
iii) empowerment of the project clients, in particular women clients to plan effectively not only for their businesses but also for their lives through specific training.
El Mobadara provides capacity building and TA for 5 NGOs to implement, sustain micro credit projects.
El Mobadara manages credit units as well to assure financial sustainability and to act as a successful model for its partner organizations.

Gender Equality in Employment and Small Enterprises (GEESE)

The Gender Equality in Employment and Small Enterprises (GEESE) project
Aims at advancing the economic status of women through micro& small enterprises and career development. The project will last for 2 years and will be implemented by a network of 5 NGOs in Egypt and three NGOs in Jordan.
El Mobadara is the lead organization in Egypt and El Massar is the coordinating organization in Jordan.
Objectives
The overall goal of the action is to advance the economic status of women through micro& small enterprises and career development through a combination of financial & non financial services for women and capacity building programs for El Mobadara and partners.
Main Roles of El Mobadara:
- Consolidate the partner's network
- Develop the project procedures and action plans
- Manage the project resources, maintain linkages with partners and other stakeholders
- Coordinate research, provide training and technical expertise for partners and monitor the project implementation.
- Develop the procedures and guidelines for the new loan product as well as for the centers
- Monitor the financial records of the NGOs and ensure sound management procedures and expenditures

CGC Project
2007- Present
Project Budget: 14.3 Million CDN
El Mobadara and CGC have signed an agreement dated 30-9-2007 to establish credit facilities in El-Gharbia Government through establishing three credits units for group lending in three cities: Tanta, El-Mahalla and Zefta and establishing three credit units for SMEs in the same locations.
CGC will provide the training and technical assistance for the 6 units also will provide the monitoring and credit facilities through Bank of Alexander and N.B.E.
El Mobadara will be responsible for hiring the credit team for both GL & SMEs. Also El Mobadara will provide all training required and develop in cooperation with CGC All police and procedure manuals.
El Mobadara will be responsible for daily monitoring and tracking of the credit in Gharbia also analyses the portfolio and reviewing the entire client file for approval.
El Mobadara jointly with CGC opened 6 credit units and hired 206 staff members and have a credit facility equal 26 millions EGP.

Advocacy for Social Insurance for the Informal Sector Of Business

This Project, designed to last for two years, focuses on advocating the enforcement of Law No. 112 of 1980 which pertains to social insurance for the Informal Micro Enterprise Sector. El Mobadara Community Development Association will take the lead in this initiative and will have as partners a number of CDAs in different governorates including Aswan, Qena, Sohag, Beni Suif, and Dakahlia in addition to Giza.
This Project aims at addressing a crucial developmental issue manifested in lack of coverage of the Informal Micro Enterprise Sector by the social insurance system which results in constant hazards – social and health-related - encountered by both owners and employees of such enterprises. In so doing, the Project will have as an objective advocacy of enforcement of Law No. 112 of 1980 pertaining to the Informal Micro Enterprise Sector through encouraging individuals to participate in the Project by creating awareness of the existence and potential benefits of the scheme. In addition to the above, the project will address the concept of developing improved mechanisms for the enforcement and implementation of this Law by MISA’s employees. Furthermore, the project aims at modification of the aforementioned Law to:
i) increase the value of the insured subscription.
ii) increase the pension value from 63 EGP to 100 EGP per month.
iii) include health insurance and work-related injuries which are not being covered by the current Law.
The Project is expected to achieve a number of results including:
i) increased number of subscribers in the current Law by at least 5000 more participants within the Project’s duration: ii) administrative regulations to improve the law enforcement and implementation mechanisms issued.
iii) a proposal for modification of the Law presented to the People’s Assembly in the second year of the Project.

Business Information Center Project

This Project aims at the establishment of a business information center as a first step towards a business development center.The objectives of this mission include: i) the identification of business opportunities (market niches) for potential entrepreneurs; and ii) the collection of all relevant information on issues that represent major obstacles for SME development as well as making such information available.
In order to achieve the above objectives, activities will include:
i) the undertaking of a consumers’ survey on unsatisfied demands to detect goods and services that people need but do not find in Boulaq El Dakrour.
ii) the preparation of a list of feasible business ideas.
iii) the preparation of an inventory of the institutional network in Giza related to SMEs with a potential to grow and develop, (including business associations, NGOs, finance institutions, BDS providers, etc.); iv) the compilation of general and sector specific information on issues that represent major obstacles for SME development, (including: legal and regulatory framework, business opportunities and markets for enterprises with potential for growth and job creation, product development, technology improvement and quality assistance, sources of raw material and equipment, providers of managerial and technical training, and sources of finance); and v) creation of a website to contain the gathered information.

The Gender Equity Integration Program

This project is being implemented in Boulaq El Dakrour, Giza Governorate.It aims at the introduction of the gender concept and strategies and their integration into the programs of NGOs active in the district, particularly those providing micro credit to the poor.
The Project also aims at creating a cadre of female community promoters to be in charge of an outreach awareness program for the women including those heading households.Their role is also to undertake the linking of women to support institutions providing such services as legal awareness, family counseling and consultation on reproductive health in addition to micro credit and technical assistance. In so doing, the project relies on capacity building activities for both NGOs and beneficiaries alike.Whereas gender mainstreaming represents the core for the former, seminars on legal awareness, family counseling and reproductive health target the latter.

ME Survey Project
In Boulaq El Dakrour

This Project aimed at:
i) the provision of a database information system on Small Enterprises in Boulaq El Dakrour.
ii) the development of an investment map including all SME businesses (in both formal and informal sectors) in the district.
iii) the calculation of the total investment in SMEs in Boulaq El Dakrour with reference to different business sectors.

SME Support Program

This Project aimed at the improvement of the socio-economic conditions of low income families in the Boulaq El Dakrour district through training of potential entrepreneurs to initiate or expand small enterprises as well as linking them with existing credit programs. Activities of this Project included:
i) review and updating of documents on existing SME promotion and credit programs (e.g. from Friedrich Ebert Foundation, American Chamber of Commerce, etc.).
ii) development and implementation of a large scale promotion program for the initiation and expansion of SMEs in Boulaq El Dakrour.
iii) provision of an integrated package of technical support before and after credit disbursement.
Results of this Project included:
i) the training of up to 400 potential entrepreneurs on how to establish new or expand existing enterprises.
ii) the provision of support for 150 out of the above 400 potential entrepreneurs in applying for and obtaining credits from SFD, banks and NGOs.
iii) the creation of up to 300 new employment posts thus providing and extra income of L.E. 180 per month/employment post through the expansion of existing or creation of new SMEs.

Investment Opportunities Survey

This Mission included the investment opportunities survey and capacity building for the Young Businessmen Association in Giza and the Youth Employment Services in the National Party at Giza. Both targeted Boulaq El Dakrour. These activities were conducted during the registration of El Mobadara as a Community Development Association.

NGOs Capacity Building Project
Funded by: The EC-Support to Population Program in Upper Egypt
Through this Program, El Mobadara conducted a training needs assessment for 40 NGOs in the governorates of Qena and Sohag. This mission incorporated a number of activities including: i) the identification of NGOs’ training needs in areas of reproductive health and gender; ii) development of a training module to integrate gender in reproductive health and family planning activities; and iii) provision of training for 40 NGOs on leadership, community resource mobilization, reproductive health and gender.

The Women’s Initiative Fund Project (WIF)

El Mobadara’s executive team was engaged in this project since its initiation. They contracted banks and took the necessary measures to establish Egyptian NGOs to manage and sustain the project after termination of the CIDA funding. WIF is a small and micro enterprise development project aiming at the improvement of the quality of life for low-income women in Upper Egypt. Prior to the 1990s, opportunities for Egyptian women to establish and maintain small businesses while lacking both credit and business experience, were very limited. Since then, FIT executing the project on behalf of CIDA in collaboration with the Ministry of Insurance and Social Affairs have initiated a program that is recognized for its innovative approach in enterprise start-up by providing a combination of training, technical assistance and improved access to credit. Through a micro credit-lending scheme, WIF also caters to the needs of existing women-owned micro enterprises that operate in the informal sector. The project’s efforts have empowered women, giving them greater independence and autonomy in their lives while enabling them to make a significant contribution to the household income. Backed by these entrepreneurial accomplishments, women have gained confidence and earned respect within their communities.
Activities of the WIF project incorporated: i) a credit window at the National Bank for Development, Luxor branch, that had over 20,000 clients; this line proved to be a sustainable credit window for poor women; ii) a credit window at PBDAC which had 10 credit windows in 1994 using credit promoters to motivate women to obtain credit from PBDAC; and iii) a credit window at two NGOs in Qena and Aswan (June 1999) to provide micro credit and working capital for poor women. Both NGOs proved sustainable after termination of the funding.
The WIF project was handed over to two Egyptian NGOs and two banks and is currently in full operation.
